One of the major challenges of charity care is that it forces organizations to strike a balance between the need for financial viability and the mission of providing for the health care needs of the community. The uncertainty of the issue is compounded by the fact that there is now no clear direction on how to conduct charity care.

Unlike most of the issues an effective compliance program deals with (e.g., billing, charging, coding, privacy and security), federal law does not provide clear answers to many of the questions health care professionals are struggling with in this area. Through this ninety minute session, David Orbuch and Nancy Payne plan to walk you through the subtleties of charity care as they discuss topics such as:

  • Reviewing the legal obligations a non-profit tax-exempt hospital has in caring for the uninsured
  • Providing an overall framework with practical tools to assist in developing and implementing financial assistance policies that address care and support to the uninsured

Together Mr. Orbuch and Ms. Payne share 30 years of health care leadership experience with an extensive Regulatory Affairs and Compliance background. They developed Allina’s compliance program and facilitated the development and refinement of Allina's comprehensive approach to Financial Assistance for the Uninsured respectively. Mr. Orbuch and Ms. Payne have also co-authored the Health Care Compliance Professional's Manual chapter on Compliance on Charity Care.
