Research billing compliance is a federal enforcement priority as evidenced by the recent issuance of the OIG’s draft guidance for research compliance programs and the settlement of one of the first Medicare overpayment cases under the National Coverage Decision on Clinical Trials. Join national experts on clinical trial billing compliance, key individuals involved in the Rush University Medical Center clinical trials billing settlement, including an OIG representative, in an important discussion of these latest developments.
The first of these two, 90-minute sessions will focus on research billing compliance enforcement. Dr. Cynthia Boyd, the Chief Compliance Officer for Rush University Medical Center, will discuss Rush’s recent self-disclosure and settlement with the federal government on cancer clinical trials billing. The presentation will identify the key risk areas for clinical trial billing compliance and the corrective action measures taken by Rush. The Rush settlement set a precedent to help clarify clinical trial billing rules and research billing compliance operational measures. Joining in the presentation will be Ryan Meade, who represented Rush in the settlement and teaches Medicare Law at Loyola University Chicago’s Law School, and Alana Wexler from the OIG who represented the OIG in negotiating the Rush settlement and its Certification of Compliance Agreement. Ms. Wexler will discuss the OIG’s perspective on Rush’s self-disclosure and aspects of self-disclosures that influence the OIG to offer a CCA instead of a CIA.
The second session will take an in-depth look at the operational challenges of complying with the Medicare clinical trial billing rules and will discuss models for compliance. The session will also provide insight on how to examine a clinical trial for Medicare coverage, examine the role the clinical investigator can play in the coverage review process, and also offer suggestions on how an institution can begin a research billing compliance initiative. Joining Dr. Cynthia Boyd and Ryan Meade on this audio conference will be Lisa Murtha, the former Chief Compliance Officer for Children's Hospital of Philadelphia.
